Rogue BiS cannot be reduced to a list of the highest-item-level leather pieces. Weapons influence attacks and poison application, while Assassination, Combat value their physical and poison damage differently. A strong set starts with the specialization’s weapon requirements and then balances the remaining slots around them.

Assassination: daggers and poison damage matter
Assassination relies on daggers and derives a significant share of its damage from poisons and Envenom. Armor Penetration does not improve those sources of damage. It may appear on an otherwise excellent item, but it should not be treated as an automatic priority for this specialization.
Hit needs more care than a single universal target suggests. Different portions of Rogue damage use different hit considerations, and poisons form a meaningful part of Assassination’s output. Expertise also helps prevent dodged attacks. Evaluate both within the complete set and chosen talents before filling every available socket with one stat.
The main-hand and off-hand daggers have different roles. Weapon damage, speed and the poison setup should be considered together. Replacing one dagger can change the value of the other even if no armor piece changes.
Combat: physical damage rewards a different set
Combat gets strong value from its main-hand weapon and from the physical attacks that make Armor Penetration attractive in advanced gear. As the completed set gains more Armor Penetration, additional pieces with that stat may become more valuable.
That progression is not a reason to gem for a late-game target on every developing character. Check the total set, including trinket effects, before changing gems or rejecting strong pieces with agility, hit or other useful stats.
Weapon selection also affects Combat’s performance. Compare the chosen main-hand and off-hand together, accounting for weapon speed, poison application and the stats each weapon supplies. An upgrade on paper may not improve the combination actually used in raids.
Tier, trinkets and complete-set comparisons
Rogue tier bonuses can affect the value of keeping a particular number of set pieces. Before equipping an off-set replacement, check the loss or gain from the set bonus as well as the item’s own stats.
Trinkets with temporary Armor Penetration, attack power or other procs need more than a tooltip comparison. Their uptime and interaction with the Rogue’s current stats can make an effect excellent for one specialization and less useful for another.
When choosing between close upgrades, compare the resulting weapon pair, hit and expertise totals, tier bonuses and poison contribution. The best individual leather item is not necessarily part of the best Rogue set.
